Danish Technological Institute prepared a report on assessment of adult skills and a strategy for measuring skills at the European level for the European Commission.
The Lisbon Strategy on growth and competitiveness focuses on improved skills and education. Through comparisons across countries, politicians can identify strengths, weaknesses, and action points for their education policies. But is it possible to test the skills of adults in the same way as the PISA-studies test the reading and arithmetic proficiency of children? Which skills can be tested, and how? This is the type of question that the report answers.
